The Independent National Electoral Commission (INEC) has formally unveiled the final outcome of its long-awaited ward delineation and constituency restructuring exercise in the Warri Federal Constituency of Delta State, a development already generating intense political and ethnic conversations across the Niger Delta.

The newly released structure created 20 political wards and reorganised the area into six state constituencies, a move the electoral body said was designed to promote fair representation, constitutional balance, and equitable political participation among the various ethnic nationalities in the constituency.

Under the new arrangement, nine wards were allocated to the Urhobo ethnic nationality, eight to the Itsekiri, while the Ijaw received three wards within Warri South. INEC also formalised six state constituencies namely: Warri North I, Warri North II, Warri South I, Warri South II, Warri South-West I, and Warri South-West II.

The commission explained that the exercise followed extensive field verification, demographic assessments, and consultations with stakeholders across Warri North, Warri South, and Warri South-West Local Government Areas.

For decades, the issue of ward delineation in Warri has remained one of the most sensitive political and ethnic matters in Delta State, with the Urhobo, Itsekiri, and Ijaw communities holding differing positions over questions of population spread, historical settlements, territorial identity, and political representation.

The renewed delineation process itself emerged from prolonged legal and constitutional disputes that eventually compelled INEC to revisit the electoral structure of the federal constituency. Analysts believe the latest outcome may significantly reshape future political calculations, electoral alliances, and power-sharing arrangements within the oil-rich axis.

Political observers note that the distribution of wards appears to reflect INEC’s attempt to strike a delicate balance among the three dominant ethnic groups, though reactions from stakeholders are expected to vary sharply in the coming days.

While some groups may interpret the exercise as a step toward correcting what they describe as historical imbalances, others are likely to question aspects of the allocation, especially regarding population figures, community recognition, and voting strength.

The creation of six state constituencies is also expected to influence representation in the Delta State House of Assembly, potentially altering political dominance in certain areas ahead of future elections.

Beyond politics, the development carries wider implications for governance, resource distribution, grassroots development, and ethnic relations within the Warri Federal Constituency. In a region where identity politics has historically shaped electoral behaviour, the delineation outcome may either deepen existing tensions or open a new phase of negotiated coexistence, depending on how political leaders and community stakeholders manage the process.

INEC maintained that the exercise was conducted in compliance with the provisions of the 1999 Constitution and the Electoral Act, stressing that the objective was to improve democratic inclusion and ensure that communities enjoy easier access to political representation.

The electoral commission further appealed to political actors, traditional institutions, youth groups, and community leaders to maintain peace and avoid inflammatory rhetoric capable of escalating tensions in the area.

With the final report now in the public domain, attention is expected to shift toward stakeholder reviews, legal interpretations, and possible submissions or objections from affected interests before the structure becomes fully operational for subsequent elections.

For many residents of Warri, however, the delineation represents more than an administrative exercise. It is a politically charged development capable of redefining influence, identity, and the future balance of power within one of Nigeria’s most strategic oil-producing regions.
