Four PAP Offshore Scholars Graduate with Master’s Degrees, Four Earn Distinction

Four beneficiaries of the Presidential Amnesty Programme (PAP) offshore postgraduate scholarship have graduated with Distinction from universities in the United Kingdom, as a total of 16 scholars successfully completed their master’s degree programmes in various institutions across the UK and the United States.
The four outstanding graduates are Nina Orubebe (Financial Management), Tonbra Tonlagha (International Hospitality and Tourism), Kemien Egbekun (Law), and Simon Douye (Construction Engineering Management).
The 16 graduates obtained master’s degrees in disciplines including Software Engineering, Oil and Gas, Data Science and Engineering, Financial Management, Law, Construction Engineering Management, Global Public Health, and other specialised fields.
The scholars graduated from prestigious institutions, including Carnegie Mellon University, Coventry University, Manchester Metropolitan University, the University of Dundee, Anglia Ruskin University, the University of Bedfordshire, Aston University, the University of Cambridge, the University of South Wales, and Northumbria University.
The Administrator of the Presidential Amnesty Programme, Dr. Dennis Brutu Otuaro, congratulated the graduates for their outstanding academic performance and for completing their programmes within the stipulated period.
He noted that the latest achievement further strengthens the Programme’s commitment to developing highly skilled manpower for the Niger Delta region, while commending the scholars for justifying the Federal Government’s investment in their education.
According to Dr. Otuaro, the PAP has produced 111 master’s and doctoral degree holders since he assumed office in March 2024, comprising 57 graduates from foreign universities and 54 from Nigerian institutions.
He reiterated that the expansion of the scholarship programme aligns with the vision of President Bola Ahmed Tinubu’s Renewed Hope Agenda, aimed at bridging the human capital development gap in the Niger Delta.
Dr. Otuaro dismissed what he described as smear campaigns by detractors opposed to the expansion of the scholarship scheme, insisting that the Programme remains focused on delivering the President’s mandate of empowering Niger Delta youths through quality education.
He disclosed that President Tinubu approved an upward review of the Programme’s budget with a clear directive to increase scholarship opportunities, describing the gesture as a significant investment in the region’s peace, stability, and future prosperity.
“Our decision to expand the scholarship scheme is anchored on the massive support and strong desire of President Bola Ahmed Tinubu to bridge the region’s human capital development gap under the Renewed Hope Agenda,” Dr. Otuaro stated.
He added that no amount of blackmail or negative campaigns would derail the Programme’s mission, stressing that both President Tinubu and the National Security Adviser, Mallam Nuhu Ribadu, remain satisfied with the progress being made.
The PAP Administrator also expressed appreciation to President Tinubu and the National Security Adviser for their unwavering support, noting that their commitment is laying a solid foundation for sustainable peace, stability, and socio-economic development in the Niger Delta.
Dr. Otuaro further disclosed that the Presidential Amnesty Programme has so far awarded about 9,000 undergraduate and postgraduate scholarships in Nigerian tertiary institutions, as well as 247 scholarships for higher degree programmes in foreign universities.

The Chief Executive Officer of Big Solo Nig. Ltd. and former Chairman of the Odimodi Federated Communities, Comrade Solomon Gbegha, has congratulated His Royal Majesty, Bosu Dio (JP), Ayamabulou-I, the Ibenanawei of Iduwini Kingdom, Delta State, on the occasion of his 34th Coronation Anniversary.
In an official congratulatory letter dated August 6, 2026, and addressed to the revered monarch, Comrade Gbegha described the King as “a symbol of peace, wisdom, and progress,” commending his remarkable leadership and enduring contributions to the growth and unity of Iduwini Kingdom.
The letter, issued under the letterhead of Big Solo Nig. Ltd., reads in part:

Comrade Gbegha further acknowledged the monarch’s impactful reign, stating:

He also offered prayers for the continued success of the monarch’s reign, saying:

The goodwill message concluded with the declaration:

Hammandikko Calls on Nigerians to Unite Behind Tinubu’s Administration

A prominent All Progressives Congress (APC) figure, Hon. Dahiru Hammandikko, has appealed to Nigerians to continue supporting the administration of President Bola Ahmed Tinubu, stating that the country’s progress depends on collective commitment and national unity.
Hammandikko said the current administration is implementing policies aimed at repositioning Nigeria’s economy, strengthening institutions, and improving the welfare of citizens.
