EFCC Files Money Laundering Charges Against Former Warri, Port Harcourt Refinery Bosses
By Derick Peretengboro
The Economic and Financial Crimes Commission (EFCC) has brought separate money laundering charges against the immediate past Managing Directors of the Port Harcourt Refining Company (PHRC), Ahmed Adamu Dikko, and the Warri Refining and Petrochemical Company (WRPC), Jimoh Olasunkanmi Yisawu, over alleged financial misconduct linked to refinery rehabilitation projects.
According to court documents, Dikko is facing a 12-count charge, while Yisawu is standing trial on an eight-count charge before the High Court of the Federal Capital Territory in Abuja. Prosecutors allege that both men received unlawful payments from contractors engaged in refinery maintenance, concealed the origin of the funds and carried out transactions contrary to the provisions of Nigeria’s anti-money laundering laws.
The anti-graft agency alleged that Dikko laundered approximately $989,630 and ₦1.42 billion through multiple bank accounts, third parties and business entities. Among the allegations is the reported purchase of a property in Abuja through a cash payment of about ₦218.4 million, an act the EFCC says violated the Money Laundering (Prevention and Prohibition) Act, 2022.
Investigators further claimed that the former PHRC chief retained and concealed funds allegedly received from contractors handling refinery rehabilitation projects, while several transactions involving company accounts and associates were used to disguise the source of the money.
In Yisawu’s case, the EFCC accused the former Warri refinery boss of laundering substantial sums through third parties, making cash transactions beyond the legal threshold and receiving payments from contractors connected to refinery projects. The commission also alleged that some of the funds were invested in treasury bills and channelled through different bank accounts to conceal their origin.
The charges are part of the EFCC’s wider investigation into the multi-billion-naira turnaround maintenance programme for Nigeria’s state-owned refineries. The agency has disclosed that the ongoing probe has already led to the recovery of more than ₦9.4 billion, $21.2 million, and several landed properties allegedly linked to the suspected diversion of public funds.
Both former refinery chiefs are yet to be convicted, and the allegations remain before the court for determination.
