ICPC Uncovers Two More Fake Agencies, Recommends Prosecution of Alleged PFIPC Promoter

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has revealed that its ongoing investigation into the alleged fake Presidential Foreign Intervention Promotion Council (PFIPC) uncovered two additional fictitious government agencies reportedly linked to the prime suspect, Adeniyi Matthew Adeyemi.
ICPC Chairman, Dr. Musa Adamu Aliyu (SAN), announced the findings after presenting an interim investigation report to President Bola Tinubu at the Presidential Villa in Abuja. The report was submitted one month after the President directed the anti-graft agency to investigate the controversial organisation.
According to the commission, the newly identified entities are the FCT Investment Promotion Agency and the Foreign Investment Promotion Agency. Investigators allege that both organisations were established using forged documents and were used to open bank accounts and carry out unauthorized activities.
The ICPC said its investigation established that Adeyemi was never appointed by the Federal Government and that the PFIPC had no legal or constitutional backing. The commission also alleged that the appointment letter, gazette and other official documents presented to support the existence of the organisation were forged.
Investigators further alleged that the suspect unlawfully occupied facilities previously used by the defunct Presidential Economic Advisory Council (PEAC), where the fictitious agency reportedly operated while presenting itself as a legitimate government institution. The commission said evidence gathered pointed to impersonation and false representation carried out under the name of the fake agency.
Despite the alleged fraud, the ICPC stated that no Federal Government funds were approved or released to the fake organisation. It also found no evidence linking the Presidency to the forged appointment documents, clearing the State House of involvement in the matter.
The commission disclosed that it has recommended criminal prosecution of Adeyemi over allegations including forgery and impersonation. It also called for disciplinary measures against public officials whose negligence may have enabled the operation of the fake agencies, while urging reforms to strengthen verification procedures and internal controls across Ministries, Departments and Agencies (MDAs) to prevent similar incidents in the future.
