WARlRI DELINEATION: INEC UNVEILS NEW REGISTRATION AREAS, EXPANDS POLITICAL REPRESENTATION ACROSS WARRI FEDERAL CONSTITUENCY

The Independent National Electoral Commission (INEC) has unveiled the outcome of its much-anticipated ward and constituency delineation exercise in the Warri Federal Constituency of Delta State, introducing a new political structure that significantly alters electoral representation across the three constituent local government areas.
The delineation exercise, conducted pursuant to judicial directives and electoral requirements, has resulted in the creation and redistribution of Registration Areas (RAs), commonly referred to as wards, across Warri North, Warri South-West and Warri South Local Government Areas.
Political stakeholders have described the exercise as one of the most far-reaching electoral restructuring efforts ever undertaken in the region, with implications for legislative representation, electoral participation, resource allocation and future political contests.
Warri North Divided into Two State Constituencies
Under the new arrangement, Warri North Local Government Area has been divided into two State House of Assembly constituencies.
According to the delineation structure:
Warri North I (Itsekiri Constituency) comprises 10 Registration Areas. Warri North II (Ijaw Constituency) comprises 10 Registration Areas.
The development brings the total number of Registration Areas in the local government to twenty, with equal allocation between the Itsekiri and Ijaw ethnic nationalities.
Observers believe the equal distribution is aimed at promoting balanced political representation and strengthening grassroots participation within the local government area.
New Structure Emerges in Warri South-West
The commission also introduced a new electoral framework in Warri South-West Local Government Area.
Under the arrangement:
Warri South-West I (Ijaw Constituency) comprises 13 Registration Areas. Warri South-West II (Itsekiri Constituency) comprises 7 Registration Areas.
This allocation gives the local government a total of twenty Registration Areas.
The delineation reflects what electoral officials described as considerations based on settlement patterns, population spread and electoral realities within the area.
Political analysts say the new arrangement could significantly influence future electoral outcomes and legislative representation in the riverine local government.
Multi-Ethnic Representation Retained in Warri South
Warri South Local Government Area retains its multi-ethnic character under the new delineation framework.
The twenty Registration Areas in the local government have been distributed as follows:
Urhobo Communities – 9 Registration Areas. Itsekiri Communities – 8 Registration Areas. Ijaw Communities – 3 Registration Areas.
Stakeholders say the allocation seeks to reflect the demographic diversity of the area while ensuring that all major ethnic groups retain representation within the electoral structure.
Additional State Constituencies Created
One of the major highlights of the delineation exercise is the expansion of representation in the Delta State House of Assembly through the creation of additional state constituencies.
The new structure provides:
Local Government Area State Constituencies Warri North Warri North I and Warri North II Warri South-West Warri South-West I and Warri South-West II Warri South Warri South Constituency I and Warri South Constituency II
The expansion is expected to enhance legislative access, improve representation at the grassroots level and provide communities with stronger voices in state governance.
Registration Area Codes Awaited
Despite the release of the broad delineation framework, the official Registration Area codes and numbering schedules are yet to be publicly released.
INEC is expected to publish the detailed coding structure as part of its comprehensive delineation report and accompanying gazette.
Political parties, community leaders, civil society groups and residents across the constituency are therefore awaiting the official documentation for clarification on ward identities, boundaries and coding schedules.
Constituency Now Has 60 Registration Areas
The new delineation framework provides:
Warri North: 20 Registration Areas (10 Itsekiri, 10 Ijaw). Warri South-West: 20 Registration Areas (13 Ijaw, 7 Itsekiri). Warri South: 20 Registration Areas (9 Urhobo, 8 Itsekiri, 3 Ijaw).
Overall, the Warri Federal Constituency now comprises 60 Registration Areas/Wards, representing a major restructuring of the electoral architecture within the constituency.
Political observers believe the changes will shape future elections, influence political calculations among stakeholders and potentially redefine the balance of representation among the various ethnic nationalities in the area.
As attention shifts toward the publication of the detailed Registration Area coding schedule and implementation guidelines, stakeholders are expected to continue examining the implications of the exercise ahead of future electoral activities in Delta State.

Despite substantial government funding over the years, the Nigerian Railway Corporation (NRC) continues to operate at a financial loss and depends heavily on borrowing to sustain its services, even as rail systems worldwide drive economic expansion and industrial development.
Across many developed regions such as Europe, Asia, and North America, rail transport plays a major role in boosting productivity by efficiently moving passengers and freight and supporting national growth. However, Nigeria’s rail system has struggled to achieve similar outcomes despite repeated modernization efforts and large-scale investments.
According to recent disclosures by NRC management, the corporation’s operations remain unprofitable largely due to high running costs, especially fuel expenses, which have made it difficult to maintain consistent service delivery without financial support. As a result, the agency continues to rely on government funding and loans to keep trains running.
Although Nigeria introduced its first railway line in the late 19th century and later established the NRC in the mid-20th century, the system has faced decades of decline, underinvestment, and operational inefficiencies. These challenges have persisted despite ongoing rehabilitation projects and attempts to revive rail transport as a viable alternative to road travel.
Today, while rail transport remains globally recognized as a key driver of economic development, Nigeria’s railway system is still battling financial instability and operational constraints that hinder its full potential.
